Do ISO9000s include schedule managgement? (2000,Nov-5w)
1. An argument with a lecturer
In 1993 I took the lead auditor course of IRCA. A lecturer came from New Zealand.
From that time he often came to Japan as a lecturer of the course. Almost every time he came to Japan I met him and took dinners discussing on ISO9000 matters.
Some time we had an argument with schedule management. I said ISO9000s had not requirements for schedule management. Against this opinion of mine he said if products with good quality delivered behind the promised delivery date, customers would not satisfy. So he said such systems had nonconformance.
 
2. Basic elements of schedule management
Against his opinion I said that in order to assure promised delivery date, an organization should have following management system elements regardless size and sector of the organization.
(1) Set up standard time for load with appropriate accuracy
 
(2) Grasp of capacity with appropriate accuracy
 
(3) Adjusting capacity against load (leveling)
 
(4) Determine a schedule
 
(5) Follow up the schedule
 
If symptoms of delay are detected countermeasures will be taken immediately.
These are basic and essential techniques for schedule management (production control). But ISO9000s lack requirements for the elements.
Therefore, there would be no relevant clause for the nonconformance.
With my explanation he agreed my opinion because he had background of Industrial Engineering which he learned in England before ISO9000s began.
 
3. Requirements of QS9000 (ISO/TS 16949) for delivery date
To keep promised delivery date is a vital factor for customer satisfaction for automotive suppliers. Therefore, in order to make up for the lack in ISO9001 requirements, QS9000 (ISO/TS 16949) has additional requirements for schedule management, in 4.15.6.2 clause of "Performance monitoring of supply delivery" and in 4.15.6.3 clause of "Production scheduling".
