| Mr.
A: |
Getting information on
mass media about the falsified quake-residence data by Aneha Design
Office, I think the problem is basically caused by the structure
of Japanese construction industry. It seems it is the problem
in a totally different world from car and electric industry which
have been long in the line of world market fire. |
| Mr. B: |
It is said the civil engineering
and construction business in Japan the attitude of dependence
on the government will hardly disappear. And the bureaucrats do
not place on so much trust on privatized civil engineering and
construction business that they require a lot of documented evidence
for constructions. Instead the penalty is a slap on the wrist
(refer to gDialogue on corrective action management problem of
Japan ERI: Dec.2w, 2005h in Weekly News corner on this web-site).
|
| Mr. A:: |
: As the result documents are almost
false and just made for assessment (refer to gA survey on effectiveness
of ISO9000s for construction sector in Japan: 2001, June, 1wh
in Scenes of assessment corner on this web-site).
|
| Mr. B: |
Strong requirements of cost cut by
Kimura Construction Company for Aneha set off a series of the
falsified quake-residence data over about seventy buildings for
these several years. But cost cutting is not wrong and is required
every industry including public ones. |
| Mr. A |
What a cost cutting make things worse
is to separate it from quality. Both quality and cost are essentially
as one. Cost is input and quality is output. If you separate them
and pursuit only cost cutting, it easily results in getting what
you pay for. To think as one is equal to gvalueh concept (refer
to gLack of value concept in comments on the recent JR West accident:
May.3w, 2005h in Social problem relating ISO9001 corner of this
web-site). |
| Mr. B: |
In the background there has been cost
cutting concept without gvalueh concept propagated by Mr. Uchikawa,
a famous consultant for business hotel management for these thirty
yeas. He has strongly emphasized to reduce reinforcing steel and
concrete for building without referring to quality of earthquake-proof.
It is like promoting a jerry-building. Nonsense! |
| Mr. A: |
As for gvalueh, I would like to talk
about an ISO9001 consultant body which has put an advertisement
that it can instruct to make quality manual only three pages.
Recently Company S which had its consulting and got ISO9001:2000
certification phoned to me that the company has got in troubles
with too many daily papers due to the certification and required
my help.
On visiting the company I soon noticed the quality policy lacks
commitment to comply with requirements and continually improve
the effectiveness of the quality management system. It is clear
that the consultant body has no gvalueh concept with neglecting
precise satisfaction with 136 gshallsh. |
| Mr. B: |
ILack of gvalueh concept is everywhere.
Be careful. |
