Japanese TV news said Japanese Financial Services Agency
is planning to make the Free Access to Administrative Information Law.
In the news the example of Company R which has forced to make documents
to be free access to its administrative information by the request of
U.S.A customers.
The company made seventy hundreds large flow charts of detailed administrative
activities and it cost eight hundreds million yen! Maintenance cost
was not included.
A member of the Japanese Financial Services Agency committee for
investigation for the Free Access to Administrative Information Law
said in his interview that such a heavy load on a company would result
bad influence of its performance and finally would lead to unbeneficial
to its stakeholders.
Heavy documentation does not mean the status of being free access
to its administrative information. Who does read seventy hundreds
large flow charts? Does a stockholder understand seventy hundreds
large flow charts? Do seventy hundreds large flow charts really reflect
true status of its administration? Who can discern their correctness?
Who can find wastes in the flows?
ISO9001 registration systems have experienced failures due to wasteful
heavy documentation. They have lead to make fake documents and low
morale.
