ISO19011: 2002 is guidelines for quality and/or environmental management
auditing.
The main theme of the guidelines is how to manage an auditing and
they are summarized in the 5th clause of " Managing an audit programme".
The guidelines use PDCA model for the management processes and then
occur basic conceptual confusions as expected from application to
PDCA model for the management processes.
PDCA model is a continuous improvement processes model and not management
processes model.
A manager does not do operations. Think of a baseball manager. He
does not play and does monitor from his bench how things are going
on at the whole standpoints of game during the game. The same thing
is said to soccer, basketball and volleyball games. A manager sometimes
requires change of players during the game in order to ensure wining.
These activities during the play are called as " control" or " monitoring".
After a game he will check results and think of improvements.

But if you use PDCA model for management, the control or monitoring
activities disappear, because falsely "Do" is the second step of management
processes. A baseball manager must play after planning! Or no work
to do during the game (sleeping?)! Who does control activities in
the bench?
The confusion also occur in ISO9001: 2000, because it uses PDCA model
for management processes. For an example, in ISO9001: 1994 there is
a title named as "4.4 Design control", but now the title has changed
to " Design and development". Notice deleting of " control"! It is
a typical phenomenon caused by miss application of PDCA model for
management processes (refer to A critical misapplication of the PDCA
model: 2002,May.3w in individual clauses relating ISO9001: 2000).
According to ISO9001: 2000, a design manager should do design and
development works!
But the content of the clause is almost the same as 1994 version,
with such requirements as design reviews, verifications and validations.
All these are control or monitoring activities to design and development
activities (should be done in a "bench"), not design and development
activities themselves (not play in a field).
The title of ISO9001: 1994 is right and the one of ISO9001: 2000 is
not right reflecting the influence of false application of PDCA model.
