Ill effects on companies by Mr. K, lead assessor (Feb.2w,2003)

1.Claims against Mr. K by Seibido Company
Seibido, a small firm with about twenty people working, has made claims against its certification body about bad assessments of Mr. K. At the same time Seibido opens full pages of the claims on its web site with anonymous name of Mr. K.
The claims are consisted of ten items and they represent typical characteristics that would be raised by any high-handed assessor.
But the management representative of Seibido said the claims couldn't change the assessor's way of assessments, because he has no good inherent personal attribute that an eligible assessor should have.

2. Another problem raised by the assessor
I heard from Seibido that the assessor showed a misunderstanding about control of nonconforming product that is not mentioned in the ten claim items, because he strongly requested to issue reports of product nonconformities corresponding to nonconformities he pointed out in his QMS assessments.
He said he came as a representative of customers and therefore nonconformities pointed out by him had to be handled as customer claims.
He confused product requirements with management system requirements of ISO9001. Thus he lacks basic concept of ISO9001. Of course, Sibido rejected his request.
After hearing the above problem, I visited Company A to help its transition to 2000 version. And to my surprise, I found out the company has made reports of product nonconformities for QMS nonconformities pointed out by assessments. Then I checked the name of the assessor. To my second surprise, the assessor was Mr.K.
The management representative of Company A gave away fighting against the irrational request and wrote the false reports of product nonconformities. The actions have broken down completely the company's control system of nonconforming product.@It has been the ill effect on QMS of Company A caused by the assessor.
And moreover the assessor said how to dealt with rejected products by customers had to be handled as cancellation of relevant customers orders, not by control of nonconforming product. Therefore the company has no concern how to separate returned product to avoid confusion with good products.

3. Wasteful documented procedures made by the assessor's request
I also found meaningless documented operational procedures about simple operations.
They were made by the assessor's request, but in case of Seibido, it rejected making documented procedures for simple operations according to the ISO9001 guidance.

4. Effects caused by differences of actions against the assessor
Thus by chance I could observe completely opposite effects on the both company caused by the same assessor.
Seibido resisted irrational requests by the assessor and can keep right QMS.
Instead, Company A accepted the assessor's false request and broke down right QMS.
The role of a management representative is vital and selection of an assessor is also a very important factor for a company to keep right QMS.
Mr. Seddon in England says in his book " Pursuit of Quality", " Then hope you have chosen the right assessor. Above all, remember Oscar Wilde's words:' There is no sin except stupidity'.
