Mr. T, a notorious assessor, appeared again! (2002.Aug.1w)

He came for the third surveillance assessment of Seibido Company after its second surveillance assessment done by him half a year ago.
At the second surveillance assessment (his first visit to Seibido) he insisted on installing his uniformed documentation system, including a total list by which current revision status of all documents can be identified at a glance.
Seibido rejected his advice of the list with reasonable reasons and this time he made no reference to the list at all or no apology for the false advice. The more he made advices, the more he betrayed the precedent assessors of the body. And it also revealed poor governance of the body.
His main advices at this time are as follows. Fruitless discussions!

His comment 1: "Making a customer complaint nonconformity product scrapped means cancellation of its customer order".
[My comment]
Cancellation of a customer order should be handled according to requirements for amendment to a contract, not to control of nonconforming product. And making a customer complaint nonconformity product scrapped is done to prevent from untended use or installation. Cancellation of an order is totally another thing.
Recently a newspaper reported that Honda recalled its cars due to defect spark plugs. Honda changes defect plugs to good ones, scrapping defect ones. He may not understand the all-to-common practice.

His comment 2: " There is no reinspection record".
[My comment]
He had uniformed forms of inspection records. His way of the records could be described as alternative B referred to 2002 July 4w. in "What's New" of this Home page and Sibido had selected alternative E. The difference made his advice.

His comment 3:"The interval of management review done by once a year is long".
[My comment]
Seibido has done management review once a year referring to " ISO9000 for Small Businesses: What to do: Advice from ISO/TC176".
I think his comment came from the situation that he had to the same record of management review, because the surveillance is done twice a year.

His comment 4:" Even to suppliers which have certifications of JIS marking, audits about quality management systems should be added to evaluate suppliers".
[My comment]
Japanese government gives certifications of JIS mark by testing products and auditing quality systems, like CE marking. He did the wrong comment due to lack of learning JIS and CE marking system.

Postscript
The assessor said that he had been doing ISO9000 consulting in sideline. As he has his uniformed system he will force his heavy documentation to his clients without consideration of specific situations of the clients. For a small company this may cause bankruptcy due to heavy documentation with no relevant to quality. It pays for its bankruptcy !
